Competency Theory: Review from a Digital Proficiency Perspective

This study discusses the theory of competency which focusing on the aspects of the digital skills in learning. Competency is associated with the measurement of performance shown in a given task. The main issue identified emphasizes the lack of a competency standard for digital skills assessment. Thus, a more in-depth study has been conducted to identify the theories that can be used to assess competency. This qualitative research applied the document content analysis approach to identify the three theories competency that is commonly used by researchers: (i) Theory of Boyatzis (1982-2008), (ii) Cheetam and Chivers (1996) and (iii) Theory of Spencer and Spencer (1993). The comparisons of these three theories were conducted to reveal similar elements according to the importance of the study. Furthermore, it was discovered that the competency elements can be classified into (i) Personal Competence, (ii) Skill Competence and (iii) Knowledge Competence. It is hoped that these three
elements of competency can serve as the basis for developing a research instrument for digital skills
for future studies.
